SYSTEMS ENGINEER ILocation: Merrifield, VA Full/Part: 40 hours
Duties: Responsible for designing, defining, and implementing system requirements for complex
customer systems and/or preparing studies and analyzing existing systems. Define alternative design solutions including n-tier, interfaces (internal and external), COTS components, and custom code. Assess engineering designs, including performance, of alternatives under study. Ensure customer needs (business requirements, user expectations, EA standards) are met. Conduct functional analyses, and requirements analyses and flow down below the subsystem level. Determine rapid prototyping needs, plan, objectives and evaluate results. Conduct trade studies using a structured decision process. Ensure requirements are satisfied by an integrated and testable hardware/software solution. Participate in formal and informal reviews. Report project status to customer and management as appropriate. Demonstrated knowledge of full life-cycle development. SYSTEMS ENGINEER II Location: Merrifield, VA Full/Part: 40 hours Duties: Candidate will support planning for and transition of IRS Modernization projects from
development contractors to the IRS maintenance organization. Support will focus on development of transition plans, including coordination with the IRS customer base, project personnel, IRS Enterprise Life Cycle (ELC) staff and eventual system owners to ensure that adequate plans, processes, personnel and environments will exist for maintenance, infrastructure and support of individual projects. Activities will include the review of transition artifacts, independent assessment on the technical and programmatic progression of the project, and participation in transition readiness assessments and reviews. Duties may also include participation in analyses and review
of products related to the current production environment, potential impacts of the introduction of Modernization projects into this environment, and potential architectural and requirement modifications to facilitate the integration of Modernization projects into the current production environment.
Mandatory: Must posses a minimum of 8 years of systems engineering experience, including at least 2 years of deployment experience. Experience in developing and reviewing system deployment documentation is required. The ability to gather architectural, development and programmatic information directly from busy customers and developers is necessary. Must have solid verbal and written communication skills and interpersonal skills. Proficiency in MS Office products (Word, Excel, PowerPoint and Project) is required.
Desired: Background in transition to support, CMM level 3 process participation, and process
development are desired. Demonstrated skills in financial/cost analysis and MS Access
are also valued for this position. Experience with the IRS and/or other civilian Federal
Government organizations is preferred.
